The Communications Regulatory Authority (CRA) serves as the official regulator for the telecommunications, information technology, and postal sectors in the State of Qatar, established pursuant to Emiri Decree No. (42) of 2014. Its responsibilities include overseeing services related to digital media access and ensuring the quality and regulation of communication services within the country.

The CRA has introduced the Arsel mobile application as a strategic tool aimed at empowering telecommunications consumers across Qatar. Developed specifically by the authority, this app provides users with a direct channel to submit complaints and inquiries regarding telecommunication services. The data collected through Arsel facilitates CRA’s collaboration with service providers to enhance service quality nationally. The term "Arsel" translates to "to send" in Arabic, reflecting the app’s purpose of enabling direct communication between consumers and the regulatory body.

Through Arsel, users can:

<li>Submit complaints or inquiries directly to the Communications Regulatory Authority regarding telecommunication services.</li>
<li>Access an online network coverage map, which displays user-reported experiences and indicates areas with reported coverage issues.</li>
<li>Test their internet speed to assess service performance.</li>
<li>Learn more about consumer rights and how CRA can assist.</li>
<li>Receive updates and relevant information from the CRA.</li>
</ul>
